A new report breaks down the vehicles with the highest theft claims in America.
WASHINGTON — The Chevrolet Camaro ZL1 is now the most-stolen vehicle in America, according to a new report from the Highway Loss Data Institute.
The HLDI analyzed stolen vehicle data for between 2021 and 2024 for 2022-2024 car models.
It found that the ZL1 was stolen at a rate 39 times higher than the average for all 2022–24 models. The standard Camaro also made the top five, with theft rates 13 times the average, according to the report.
“Muscle cars have often topped this list, as thieves are attracted to vehicles with high horsepower,” Matt Moore, chief insurance operations officer at HLDI and the Insurance Institute for Highway Safety said. “That also helps explain why the more expensive, more powerful ZL1 is stolen so much more often than the standard Camaro.”
A reported vulnerability in newer Camaros may also be playing a role. HLDI data shows theft claims for Camaros surged in 2023, peaking in early 2024.
According to HLDI, thieves are using diagnostic ports to clone key codes, allowing them to bypass the need for physical access to the key fob. In March 2025, General Motors launched a free anti-theft software update. Owners are urged to visit a dealership to install it for free.
California, Texas and Tennessee topped the list of states with the most Camaro thefts.
On the other hand, Hyundai and Kia thefts, which made headlines in recent years, have been dropping after a software update lowered the chances of car thefts due to missing immobilizers. Vehicles that received the upgrade saw theft claim rates drop by 52%, HLDI said.
On the other side of the list, electric and hybrid vehicles are among the least stolen, the organization found. Eight EVs, including the Tesla Model 3 and Ford Mustang Mach-E, made the “least stolen” list, likely due to being in garages or parked near buildings to be charged.
