This letter, written for LIV by Michele Gangnes a founding member of LIV, is being delivered to members of the Bastrop City Council tonight to urge a delay in the issuance of $15,000,000 in public debt.
The City simply did not meet the requirements for proper notice to the taxpayers, a transparency transgression that is a no-no when issuing public debt, particularly in these times.
As well, one of the projects the city plans for the bonds is a golf course. According to Michele golf courses are not considered a “public work,” in Texas law.
